Questions are growing over whether President Trump’s standoff with Venezuela is aimed at regime change. The U.S. has increased its naval presence near Venezuela and offered a $50 million bounty for President Nicolás Maduro’s capture. Similar efforts reportedly began under the Biden administration, when a Homeland Security agent tried to recruit Maduro’s pilot to help orchestrate his arrest. Phil Gunson, a Venezuela expert who has lived there for 26 years, is a senior analyst at the International Crisis Group. He warned that without support from Venezuela’s military, any transition could spark conflict.
